The Biff TV Building is the prize for completing the final portion of "Broadcast Biff Part 1," so look for it in your inventory if you haven't placed it already. It requires one Set, one Advertisement, one Camera, one Animal Actor and one Extras to complete. Once you finish this building, you'll be able to collect from it once every six hours to receive 4,960 Simoleons.
Meanwhile, if you've yet to build a Cinema in your town, you can purchase it for 54,000 Simoleons in the store. It's available for collection every three hours after it's built. You'll receive 5,000 Simoleons for completing this quest.

The upgrade to the Biff TV Building requires five Sets, 10 Advertisements, 10 Cameras, two Animal Actors, and three Extras to unlock. After that, you'll need to spend 3,340 Materials per click until you've finished the upgrade bar. For the Modern Art Museum, this Attraction costs 60,000 Simoleons and 15,000 Materials to purchase in the store. Finally, the Attraction Jobs task refers to the game's University feature. Since this quest only requires you to "start" jobs, rather than finish them, you can choose from any of the green jobs within the University menu to send your workers to Attractions, regardless of the cost or length to completion. Once you finish this quest, you'll receive a Creativity collectible item.Critical Need

Both the Extras and the TV Critic can be earned by simply asking your friends to send them to you. In the case of the Extras, these are earned via individual requests sent to your friends, while the TV Critic is earned via a general news post on your wall. Again, the Biff TV Building is available for collection every six hours, so just wait for it to become ready and finish this quest off. You'll receive one "Big Idea" when you complete this final quest in Part 2.
As a reminder, you'll have just seven days to finish these quests in your city, but you can easily finish a task with Diamonds if it's giving you trouble. That should be the last resort, however, so good luck finishing these quests for free!
